They have to be considered as an essential part of your business development strategy(1). Users now expect organisations to have websites which provide information about the organisation and its activities. If you don't, you are losing opportunities to increase your business.

There are ongoing costs, but there are ongoing benefits and these benefits, in the longer term, are likely to outweigh your initial setup costs.
